If you see everything Workflow for Drupal 6 has to offer but are still missing the essential actions link/feature, you may want to ensure the Drupal module Trigger is enabled. Although actions is apart of the core, apparently Trigger is required for Workflow to access them. With Trigger off however, you are will still be able to view Drupal actions in the site configuration.

This dependency doesn’t seem to be touched on much, so I figured I’d post it here for the internets.

The design is complete. Just have to hook it up with the latest version of Drupal and import the existing content.
